Promises and Poverty, Busoga at Crossroads Ahead of 2026!

As Uganda approaches the 2026 general elections, the Busoga sub-region finds itself at a critical juncture. Longstanding government pledges remain unfulfilled, and poverty continues to grip communities—issues that could significantly influence voter sentiment and reshape the political landscape, particularly for the ruling National Resistance Movement (NRM). A Legacy of Unkept Promises Busoga’s frustration with unfulfilled presidential pledges is palpable. From road infrastructure to energy and health services, many commitments made by President Museveni and the NRM government have stagnated for decades. A 2019 report by Parliament’s Committee on Government Assurances listed 92 promises under review—65 in the Works and Transport sector, 27 in Health, and several others in Energy. Two Manafwa Top Civil Servants Convicted Over Shs1.6 Billion Fraud The Mbale Court has convicted two senior Manafwa District officials, Principal Human Resource Officer  (PHRO) Betty Namono and Chief Finance Officer (CFO) Michael Bichacha, over a Shs1.6 billion fraud case involving Duckhill Microfinance Limited in Mbale. Court documents reveal that the two accused obtained the money through false pretences, using forged contracts, documents, and security instruments, including land titles, to secure loans. The officials are also accused of using government funds to partially repay the loans, which were later recalled, leaving the borrowed amounts unpaid. Authorities further allege that Namono and Bichacha exploited their positions to access credit far beyond their capacity to repay. The Assistant Agriculture Officer for Bumityelo Sub County in Namisindwa district Isaac Sebeni was on Tuesday held on allegations of extortion in the implementation of the government’s parish development (PDM) programme.* His arrest followed a meeting convened by the Namisindwa Assistant Resident District Commissioner (ARDC) Bosco Nabbonge at Bumityelo Sub County where PDM beneficiaries accused Isaac Sebeni of extorting more than one million shillings from them. Police in Mbale City have impounded eleven jerrycans of aviation fuel* . Samuel Asiimwe, the Elgon Region Police Commander says that an operation aimed at curbing illegal trading of aviation fuel in Mbale City led to the successful impounding of the eleven jerry cans of aviation fuel. Assiimwe says that despite the impounding of the aviation fuel, no arrests have been made. Aviation fuel is reportedly sold between 30,000 to 50,000 shillings on the black market.
