MBALE DISTRICT ON STEADY PROGRESS OVER GOVERNMENT PROGRAMS

During today's meeting at the district headquarters in lukhobo hall, the district departmental and sector heads were brought to table to review the performances most especially on government funding. The reports presented by all the heads were satisfying though few anomalies were cited.

Under Health
Areas on absenteeism in health is now at 8% as per now because we have encouraged and disciplined our staff under sanctions and rewards committee
The other emphasis now is on stock management of the medicine which is now a challenge because of rare supplies and under estimates in some facilities, thus implying stock management to boost medicines covering 92% on a quarterly basis.
Dr. Wangisi informed the commission during the engagement meeting today that the neighboring district have affected the supply chain since medicines received serve patients from a bigger margin outside the boundaries of the district.

Under Finance
On funding, CFO Mbale District local government, Wamanga related that the funds from donors including WHO, GAVI and UNHRN has not been realized well because the money available indicates there is less so far which is still a challenge to assume actualization is spending on prioritized areas under health.


Production department

"On PDM at parish level should not be tempered with because this is an area where poverty eradication is sought.
The President's heart is on PDM and anyone subotaging it will be arrested immediately. One of the Commissioners from the President's office related to findings.

Wanakina the DPMO shared deeper insights on PDM enrollment where he also said that those who didn't get one million in the beginning, there are arrangements by the government to pay them through a devinced mechanism to the beneficiaries.
Several projects are installed and under use with high scalling returns which is also benefiting the district in terms of revenue.
However those that are not functioning are affected with power and hoping to step the process so that all the remaining projects function across the 14 subcounties and 3 town Councils in the district.
On micro scale irrigation, from 29 irrigation stations in 2021/2022 financial year to date, the projects have increased to a reasonable number with more farmers now sustainably farming.

Commercial Sector under production
On behalf of recovery, on government funding, the directive from the president was extended that the beneficiaries pay in period of three years.
The principal commercial officer, Buteme says the recoveries are on though the presidential directive has an impact on the district enforcement team on recoveries.
Successful stories have been registered under fish farming in Bungokho South constituency

 
Dr. Twehayo while responding to some of the challenges highlighted, said that some of the cadres in the public service are failing systems and most especially those accredited as scientists

"Enhancing salaries for science staff, has affected service delivery because most of the enhanced cadres have pulled out of service to venture into other aspects contrarily to the professional" he said

The education department also needs to quickly strategize on the vice across the leadership of the district.
Dr. James Twehayo, the commissioner under PDMC secretriate from state house in his ending remarks before field spot check on successful stories applauded the district staff for quinine and holistic services towards the communities they serve.

Later in the day, the joint team advanced to the field starting from Bungokho central constituency on the fish farming and dairy projects
